There are probably both packs like the one I linked to and also individual city state mods, meaning only one city state per mod. How long does it take? Not sure, I think it varies depending on all of the actions taken that influence that timer. Also it should be noted that when barbarians become a city state, they do not have the normal border colors of that city-state, instead they have an all white border. Note that once a city state is razed from the game, I think the devs said the barbarians CAN become that city-state. You do need to have more available to the game than the game is set to have on that map for this to function completely. You could get around this by adding more city states via mods as well. So you'd have to set the number of starting city states to lower than the number of available city states in the game overall. If you use all the city states that are available, there will be none left for the barbarians to convert into.įor example, if there is already an Akkad in the game, no barbarian village can become that city-state.
